Speak Norsk teaches Norwegian in Oslo and online from A0 up to B1–B2, and puts a substantial amount of its teaching on YouTube for free, which is why it is worth listing rather than just being another school. Paid options run from group classroom courses at roughly NOK 928 a month through virtual live classes to pre-recorded online courses and private tuition. Useful if you want the free videos and the option of a real teacher from the same source. The channel mixes teaching with course promotion.

For a smaller language like Norwegian, the sheer quantity of structured listening is hard to match. Subscription-based with frequent discounting. The same complaints apply as to its sister sites — a disorganised catalogue and a progression that runs out somewhere around B1.

NRK's streaming service is free and advertising-free, with drama, documentaries, news and a large children's catalogue, and Norwegian subtitles on a good proportion of it — which is what turns passive watching into study. It is also the best place to hear the range of Norwegian dialects rather than only Oslo speech. The catch is licensing: a large part of the catalogue is geoblocked outside Norway, and NRK Super's children's programming is the easiest starting point.

Where most Norwegian newspapers sit behind hard paywalls, NRK's news is free to read and listen to, which makes it the practical daily reading source for learners. Articles are written in clear standard Norwegian and paired with short video and audio versions of the same story, so you can read and listen to the same content. Free everywhere, unlike NRK TV. HK-dir administers Norskprøven, the state Norwegian test covering A1 through B2 with a separate C1 examination for academic and professional purposes, and it is the certificate Norwegian permanent residence and citizenship applications actually ask for. The portal is where you read what each part contains and register for a sitting. Information is free; the test itself is paid and sat at approved centres. This is exam administration, not teaching — learn the language elsewhere and come here to certify it.

Worth comparing against a local kommune course, which is often cheaper or free for eligible residents.

Almost every Norwegian resource teaches Bokmål, which leaves anyone studying Nynorsk — or living in a Nynorsk municipality — with very little to read. Framtida is a free news and debate site written wholly in Nynorsk for a young audience, covering society, culture, school, work and the environment in accessible language. That combination of free, current and genuinely Nynorsk is rare. It is a real news site rather than a learner product, so expect native-speed writing and no glossing.

The national resource centre for Nynorsk instruction, publishing free teaching materials, reading lists, writing guidance and exercises for the written standard that most courses ignore. If you need to write Nynorsk rather than just read it, this is the most substantial free collection available. Free and publicly funded. The important caveat is audience: it is built for Norwegian schoolteachers, so material is in Norwegian and organised by school year rather than by CEFR level.

NTNU's Computer-Assisted Listening and Speaking Tutor gives structured pronunciation, listening-discrimination and spelling exercises, and does something no other Norwegian tool does: because Norwegian has no standard spoken form, it lets you choose which dialect to practise producing while training your ear on several. Free, with registration to save progress. Be aware it is in transition — the project has been moving to a newer implementation, so expect a dated interface and occasional roughness.

Free on desktop, Android and web; the iOS app is a one-off paid purchase that funds the project. The Spanish course in particular is one of the most recommended free resources anywhere; the trade-off is small vocabulary and no reading or writing practice.

Worth comparing side by side for your language — prices, availability and tutor quality differ per market rather than per platform.
